MINUTES OF THE THORGANBY PARISH COUNCIL MEETING HELD
ON TUESDAY, MARCH 3 2009 AT 7.30 PM
Present Cllr P Tulip ( Chairman), Cllr D Clegg, Cllr A Dudley-Smith, Cllr Mrs J Gaunt, Cllr Mrs E Garnham,(Acting Clerk), Cllr Mrs D Knott, Cllr C Wright, Cllr D Woolgar, (in attendance) Mrs J Parry.
Apologies: Cllr C Martin, District Cllr Mr W Inness
The Chairman welcomed Mrs J Parry to observe during the meeting regarding the Clerk vacancy.
Public Session
There were no members of the public in attendance.
Minutes of the meetings held on 11th November 2008 and 13th January 2009 (having been circulated) were unanimously approved and signed.
Matter arising;
Horse Chestnut Trees. EU read a letter from the N YCU in which they state very strongly that the SDC and the Parish Council are responsible for the work on the trees. EG had telephoned SDC prior to the meeting. There is no Tree Officer in situ since Mike Harrison left. However, Miss Amy Brooks in the Planning Dept agreed to look into the matter and EU is forwarding copies of all the relevant letters to her. It was also agreed to write to SDC and suggest to them that SDC and the Parish Council will each pay half of the costs. Once this is ascertained then the necessary Planning could be applied for either by the contractor or the Parish Council.
Website: To date there were no volunteers tor this job. It was decided to advertise in the parish magazine for a possible 'young Computer wizard 'to take this on. PT said that he could assist with the set up.
Keepers Cottage: Ask Belinda whether she sent the letter off to SDC - EG has been unable to locate any correspondence.
Allotments: There had been three requests for allotments. JG said that a number of people had not heard about it despite it being in the Parish Magazine. It was decided to put a notice on the village noticeboard.
Greenhouse on land at Derwent House
It was agreed that Selby District Council Planning department be approached to ascertain whether the land needs planning for change of use from agricultural to garden.

EU said there had not been a YLCA meeting since the last council meeting. UW said there had been a conservation committee meeting which he was unable to attend but there was nothing on the agenda relevant to Thorganby.

Correspondence
Various letters which were of no relevance to this Parish Council.
Accounts for payment
There is a bill for £80.50 due to Mazars for the annual audit. It was agreed unanimously to pay this.
There is a further bill from NPower for £63.00. The council were under the opinion that we had made a final settlement of f440.69 in March and therefore no approval to pay this bill. EG will check with Belinda.
Any other business
ADS said he was still waiting for the books etc. to do the half year audit with DC. EG will get the information together and pass it on.
JG said she had telephoned Prestons of Potto re the lorries coming through the village and had received a very helpful reply in that they were not supposed to be doing so and they would make sure that the drivers in question did not drive through in future.
Complaints about the state of the grass verges on The Gale where contractors had been cleaning out ditches. The Clerk will write to the people concerned and ask them to get this cleared up.
The verge in Southmoor Lane behind the Jefferson Arms ( Mona Lisa) is in a very poor state. It was decided to write to Highways regarding this.
Flooding on the road between Thorganby and Wheldrake was very hazardous of late. In fact, one resident had written her car off when it froze over. Write to the Highways.
Dog fouling in the village has again become a big problem. The Clerk to contact the Dog Warden and ask whether we could have dog disposal points with bags provided. It had been particularly noticeable in the past couple of weeks when the village hall grounds were occupied by caravanners. It was decided to write to the village hall committee asking them to make certain in future that any overnight stays there are aware 0t the dog touting rules.
The meeting closed at 8.25 pm.
The next meeting is on May 5th which will be the AGM
