MINUTES OF THORGANBY PARISH COUNCIL MEETING HELD AT THORGANBY
VILLAGE HALL ON TUESDAY
JANUARY 12 2010.
PRESENT: Cllr Paul Tulip (Chairman), Cll Jonathan Beckerlegge, Cllr David Clegg, Cllr Andrew Dudley-Smith, Cllr Elizabeth Garnham, Cllr Doreen Knott, Cllr Chris Wright, D. Cllr Bill lnness.
1. APOLOGIES: Cllr David Woolgar
2. PUBLIC SESSION. PCSO Rachel Thompson and PCSO 5364 attended the public session.
Rachel reported that there had only been one crime committed in the area during the last few months and that was an incident of poaching.
Rachel also reported that two more PCSO's were at present being trained and would join herself and Adam shortly.
As there was nothing further to report Rachel and Adam left the meeting.
Or Tulip welcomed John Maisey to the meeting and it was proposed by ClIr Dudley-Smith, seconded by Cllr Garnham that he be co-opted onto the Parish Council.
3. The Minutes of the Meeting held on Tuesday November 3 2009 were approved, proposed by ClIr Beckerlegge seconded by Cllr Garnham, and signed.
4. MATTERS ARISING.
(a) Horse Chestnut Trees. New quotations had been received from Bartlett Tree Experts and James Dudley —Smith t/a 'The Green Man'. Cllr Andrew Dudley- Smith left the room while these quotations were being discussed due to a conflict of interest. It was agreed that the work to be done was quite specialised and would need to be carried out by a qualified tree surgeon. It was therefore recommended by Cllr Wright, seconded by Cllr Beckerlegge that the quotation from Bartlett Tree Experts be accepted.
Action: Quotation to be sent to SDC for approval. Bartlett Tree Experts to be notified, when approval has been received.
(b) Vacancy. The vacancy created by the resignation of Cllr Gaunt had been duly advertised on the Parish Notice Board for 14 working days. SDC not having received a request for the holding of an election had then given the Parish Council the go-ahead to co-opt a new member. John Maisey has now been co-opted onto the Parish Council to fill this vacancy.
(c) Matrix Signs. Cllr Garnham reported that she had attended a YLCA Selby Branch Meeting in November at which a presentation was given on Vehicle Speed Detection Devices. During the presentation a copy of a Speed Concern Report Form had been handed out for members of the public to complete, should they encounter any vehicle exceeding the speed limit, and then returned to NY Police at Fulford Road. ClIr Garnham had already given out copies of these forms to people in the village who had expressed concern about speeding vehicles. The form was thought to be a good idea and it was suggested that it be circulated to houses within the speed restriction area in the Parish Magazine. During further discussions it was felt that lorries, especially ones over 7.5 tons, and tractors travelling to the freezer factory were a problem. Or Dudley-Smith wondered whether a sign directing lorries the right way out of the village from the freezer factory would be a good idea. It was agreed that it would. Action: Forms to be sent out with February Parish Magazine. Sign to be looked into.
(d) Jefferson Arms. The Jefferson Arms closure was now in the hands of Abbey Commercial in Harrow. Action: Clerk to write to Abbey to try and ascertain what is happening with the property.
Bungalows. Clerk had written to SDC asking for painting work to be carried out on the eaves of the bungalows. SDC had replied but could give no date as to when this work would be carried out. Action: Clerk to write again to SDC for a definite date.
(e) Planning Portal Equipment Grant. It was agreed that the Awards for All Application Form be e-mailed to all councillors for their comments. Any comments to be forwarded to Or Tulip who would then make an application for a grant to purchase the equipment that was required to view and comment on planning applications electronically. Action: Clerk to e-mail application form to all councillors, Cllr Tulip to make application.
(f) Red Telephone Boxes. BT had been approached as to the yearly costs for maintaining the two telephone boxes in the village. Unfortunately they could only give an overall figure of £1000.00 per box which included the cost of maintaining the telephone equipment as well as the boxes themselves. It was however agreed that the majority of the residents in the village would like to keep the boxes and that there were many uses to which the boxes could be put. It was therefore proposed by CIIr Beckerlegge, seconded by Cllr Clegg that they be adopted.
(g) Parish Notice Board. Jim Pethullis to supply quotation for the cost of a new notice board. It was also agreed that Mike Binks be approached and asked whether he would be interested in making a new notice board. Cllr Tulip agreed to do this.
Cllr Dudley-Smith said that the minutes of Thorganby Parish Council could now be found on the Thorganby website.
5. DISTRICT COUNCILLORS REPORT.
Refuse Collection. D Cllr lnnesss said that during the bad weather Enterprise had done their best to maintain the refuse collections and that these should now be back to normal.
New Hospital. Proposals were now through for the construction of the new cottage hospital and work should commence shortly.
Community Engagement Forum Meetings. The first meeting of the new Eastern Area Community Engagement Forum will be held some time in April at Barlby High School. The Forum will bring together SDC, NYCC, NY Police, NY Fire and Rescue Service and about 20 Parish Councils. Three or four seats on the board will to be allocated to parish councillors. Details of the meeting will be sent out in the next few weeks.
Cllr Clegg brought to D Cllr Inness's attention the lack of gritting through the village during the recent
bad weather. It was also pointed out that as there is a bus route running through the village more effort should have been made to keep the road clear.
Following further discussions it was unanimously agreed that a letter be sent to York Pullman Services thanking them for keeping Service 35 running through the snowy and icy weather conditions over the last few weeks.
6. COUNTY COUNCILLORS REPORT. None
7. FINANCE. Parish Requirement 2010/2011. It was proposed by ClIr Dudley-Smith and unanimously agreed that the precept be set at £2000.00
Presentation of invoices for payment. It was unanimously agreed to pay the following invoices: Clerks Fees and Expenses from 1/9/09 - 31/12/09:E471.81. York Road Garage Oct/Nov £30.31.
8. PLANNING APPLICATIONS. Planning permission has been granted for the conversion of former dairy building including new outer wall and replacement roof to create study, gym and annex and erection of new entrance wall and gates at Gale Farm.
9. CORRESPONDENCE. YLCA had sent out a prior notice that their annual membership for 2010/11 was to increase. Selby Dial had sent a letter and Winter Newsletter giving details of the charitable work they carry out and SDC had sent letters re Village Statements (VDS ) Notice of Adoption/Naming of new streets within your parish. Leaflets had also been received from Selby District AVS and YLCA and a Summary of Accounts 2008/9 and Corporate Plan 2009/10 from North Yorkshire Fire and Rescue Authority.
10. REPORTS ON MEETINGS ATTENDED.
Yorkshire Local Councils Associations . ClIr Garnham attended the YLCA Selby Branch Meeting on 18 November 2009 where a presentation was given by Cecil Pugh NY Fire Service and Gary Lumb NYCC Highways Department, on Vehicle Speed Detection Devices, details of which are noted above.
11. ANY OTHER BUSINESS. It was brought to the attention of the council that three large tyres had been left on the verge down Southmoor Lane. Action: Clerk to contact Fly-Tipping hotline to have them removed.

13. It was proposed by Or Clegg and unanimously agreed that a vote of thanks be given to Cur Dudley-Smith for all the work he had carried out on the Thorganby website and that any out of pocket expenses or month to month expenditure be paid by the Parish Council.
14. The meeting closed at 9.05 pm. The next meeting is to be held on Tuesday 9 March 2010.
