Present: Cllr Paul Tulip, Cllr Betty Garnham, Cllr Doreen Knott, Cllr David Woolgar, Cllr Jacqueline Gaunt, Cllr Andrew Dudley-Smith.

Apologies: District Councillor Bill Inness, Cllr Carl Martin., ClIr Chris Wright

1.  Public Session:

No members of the public were present.

2.  Previous Minutes:

The minutes were tendered, however they were not signed as BC had not had time to incorporate the changes requested by Cllr Dudley-Smith. These should be tendered at the March meeting.

3.  Matters Arising:

3.1 Horsechestnut Trees:

The tree officer post has not been absorbed within the Planning Department of SDC. I have spoken with the planning department and SDC have advised that they will not provide any costs or contractors to undertake the works. A planning application regarding the trees will need to be sought given the trees are subject to TPO. BC had advised that Mike Harrison advised that this was not required. However I was subsequently advised if a parishioner subsequently complained there was evidence that the correct procedure had been followed.

Cllr Dudley-Smith advised that a letter should be written to Highways regarding the health & safety issues regarding the trees and that the work needs to be undertaken as soon as possible given that the trees are within the Highway. Cllr Garnham will write to NYCC Highways Department.

3.2 Parish Clerk Vacancy

BC advised that she would not be attending subsequent meetings and there she had not received any interest in anyone taking the post. Cllr Garnham will undertake the job in the short term.

BC also requested that the tiling cabinet and documents would need to be moved and advised that there would not be room at the Village Hall. Cllr Garnham advised she would write to Joy Stromberg requesting that the filing cabinet could be kept in the village hall.

3.3. Keepers Cottage

The clerk has had some correspondence from SDC regarding this matter. The Enforcement Officer advised that they had inspected the property and as it was a renovation of an existing building, planning permission was not required. A number of councillors were aware that this was not an old building but in fact a new build.

3.4 Website

Cllr Tulip read the update provided by District Councillor Inness who was unable to attend. SDC are unable to provide web space for parish council minutes or to update a webpage.

The suggestion was made that the new clerk could look into this or perhaps a young person in the village who was interested in computers could look at updating a website in future.

3.5 Notice board

A plan for the new notice board was presented to the Parish Council. Noted that it may not be the most appropriate time for Mr Binks to undertake the project due to other commitments.

6.     Update from Councillors Cllr Garnham attended this meeting but did not feel it was particularly useful.

7.     Finances

York Road Garage - BC has received both invoices and receipts for the outstanding amount of £115.78. Cllr Garnham proposed payment of the invoice, Cllr Tulip seconded. All unanimous and agreed.

EON— Invoice for street lighting £61.92. Cllr Tulip proposed the payment of the invoice, Cllr Woolgar seconded. All unanimous and agreed.

Any Other Business:

Allotment Provision - three parishioners have expressed an interest in an allotment.

Meeting Dates., The Village Hall is booked for the second Tuesday of each month for the next twelve months, as the Parish Council meetings were not put into the diary. There was some concern that the meeting historically has always been the second Tuesday of the month. BC to book the hail for the l Tuesday of the month ( March, May, July, September, November 2009 ) and book beyond this for next year the 2ndTuesday of the month.

Greenhouse at Derwent House: Cllr Dudley-Smith was concerned that a greenhouse had been erected in the gardens of Derwent House and queried whether or not a planning application had been made to change the status of the plot from agricultural use to garden use.
