MINUTES OF THORGANBY PARISH COUNCIL MEETING HELD AT THORGANBY VILLAGE HALL ON TUESDAY
9 MARCH 2010.

PRESENT: Cur Paul Tulip (Chairman), Cllr Jonathan Beckerlegge, Cllr David Clegg, Cllr Andrew Dudley-Smith, Cllr Elizabeth Garnham, Cllr Doreen Knott, CUr John Maisey, Cllr David Woolgar, Cllr Chris Wright, D. Cllr Bill lnness, C Cllr Elizabeth Casling.

1. APOLOGIES: None.

2. PUBLIC SESSION. No members of the public were present.

3. The Minutes of the Meeting held on Tuesday January 12 2010 were approved unanimously and signed.

4. MATTERS ARISING.

(a)   Horse Chestnut Trees. The quotation from Bartlett Tree Experts and a location plan of the trees, where work has been recommended, have been sent to Aimi Brookes at SDC for approval. No response has yet been received. Action: Clerk to follow up.

(b)   Matrix Signs. Copies of the Speed Concern Report Form have been distributed via the Parish News and a copy has been put on the Thorganby Web Site. As it was felt that nothing else could be done D. CUr Innes was asked if could make any suggestions. D. Cllr Innes suggested that a representative from the Parish Council attend the Eastern Area Community Engagement Forum Meeting to be held on 14 April where concerns about speeding could be raised. Action: ClIr Tulip to attend the meeting.

(c)    Jefferson Arms. The property has now been put on the market by Christies for offers of around £295,000.

Bungalows. SDC can still not give a definite date as to when this work will be carried out.

(d)   Planning Portal Equipment Grant. Cllr Dudley —Smith agreed to complete the Awards for All Application Form and submit it by the ^31st March deadline.

(e)   Red Telephone Boxes. Clerk to apply to BT for the adoption of the two telephone kiosks in the village.

(f)    Parish Notice Board. Jim Pethull to supply quotation after looking at plans for new Notice Board. Action: Clerk to locate plans and pass to Cllr Wright.

5. DISTRICT COUNCILLORS REPORT. Cllr Clegg asked D Cllr Innes whether he had looked into the concerns raised at the last Parish Council Meeting regarding the lack of gritting through the village during the recent bad weather. D Cllr Inness again raised the advantage of attending the Eastern Area Community Engagement Forum Meeting where issues such as gritting can be raised and dealt with more effectively

and concerns of Parish Councils discussed.

Cur Dudley-Smith felt that it was a waste of time and resources to have to attend two meetings to get issues resolved.

New Hospital. D.Cllr Innes reported that the first sod was cut on March 8 to mark the start of work on Selby's new joint community hospital and civic centre.

6.    COUNTY COUNCILLORS REPORT. C ClIr Casling pointed out that the Engagement Forums were a means of putting together various committees for consultation.

Budget Issues. The budget for NYCC was £900m and C ClIr Casling pointed out that there were increasing demands for resources to be spent not only on gritting but also on older people, due to an

ageing population, as well as children and young people. Considering NYCC have more roads than Belgium C ClIr Casling thought that they had done a really good job in gritting.

ClIr Woolgar brought to ClIr Caslings attention that there were roads in the area which constantly flooded. These were identified by ClIr Dudley —Smith as: Skipwith-Thorganby Road (at the junction with Rothhill Lane) Thorganby- Wheldrake Road (near to the Sewage Works); Wheldrake-Elvington Road; Wheidrake - Crockey Hill Road (prior to and on the corner at Benji Lane).

7.    FINANCE. Bank Mandate. It was unanimously agreed that Peter Southon and Simon Haddlington be removed from the bank mandate and, in order for her to receive bank statements, the new clerk Jacqueline Parry be added. The other three signatures to remain the same.

Footway Lighting Maintenance Contract 2010 -2011. It was proposed by CII Dudley-Smith, seconded by ClIr Tulip that the 2010 - 2111 contract with NYCC be renewed.

Presentation of Invoices for payment. It was unanimously agreed to pay the following invoices:

YLCA membership £118.00, E.ON £154.80 and a payment to ClIr Garnham for photocopying £7.00.

8.    PLANNING APPLICATIONS.

The following application was considered by the council:

8/12/83F/PA - Alterations to detached domestic garage to include insertion of a first floor, roof lights and external staircase to create ancillary office. Location: The Wheelhouse, Main Street, Thorganby.

Observations: Whilst the Parish Council have no objections to the plans themselves they do have a substantial problem with the overdevelopment of this site.

The Parish Council feel this is a development too far. The ongoing building on this site is contrary to

the best interests of the Conservation Area in which it stands. The Parish council feel that a line must be drawn now to prevent ongoing and increasing damage to the long term detriment of the village as a whole.
