Thorganby Parish Council

 

Annual General Meeting

 

Tuesday 7 May 2008

 

Present - Cllr Cali Martin, Councillor Chris Wright, Cllr Paul Tulip. Cllr

David Clegg, Cllr Andrew Dudley-Smith, Cllr Betty Garnham,  Cllr

Doreen Knott, Cllr David Woolgar, District Cllr Bill lnness.

Apologies - Cllr Peter Southon .

 

Public : Mr Dan Vickers

 

1. Public Session

Play Equipment

Mr Vickers advised that the Village Hall Committee is grateful to the

Parish Council for there consideration of purchasing play equipment for

the playing field.

 

Noted that this matter will be discussed in the Parish Council meeting

immediately following the Annual General Meeting.

 

Statement by Mr Vickers

Mr Vickers read a statement prepared by himself for the Parish Council

in regards to the behaviour of Cllr Andrew Dudley-Smith and calling for

the Parish Council to consider Cllr Dudley- SmithÔs position. Mr Vickers

referred to the situation regarding the proposed gazebo several years

ago and Cllr Dudley-SmithÔs behaviour towards the clerk.

 

Cllr Martin requested that Mr Vickers stop and advised that the

concerns raised by Mr Vickers had previously been dealt with and that

the minutes reflected those discussions.

 

Cllr Dudley-Smith also responded to the statements made by Mr

Vickers.  

 

In regards to the Parish Council meetings regarding the

gazebo Cllr Dudley-Smith stated he was absent from the meeting at

the time when other Parish Councillors made the decision that it would be

best for Mr Vickers to stand down.

 

Cllr Dudley-Smith advised that the Council did not agree with the actions

and decisions that Mr Vickers had made.

( Mr Vickers wrote to SDC stating his views, not making clear that he was

a Parish Councillor).

2. Minutes of Previous AGM held on

 

The minutes of the previous Annual General Meeting of Thorganby

Parish Council were read by Cllr Martin. These were accepted as true

and correct by Cllr Martin, and seconded by Cllr Clegg. All agreed

and unanimous.

 

3. ChairmanÕs Report

 

Cllr Martin read his report. ( Copy attached to the minutes). Cllr Martin

he advised he was stepping down from Chair and would not be

seeking re-election.

 

Cllr Dudley-Smith proposed the adoption of the ChairmanÔs report. This

was seconded by Cllr Garnham. All unanimous and agreed.

 

4. Any Other Business

 

No further business.

 

5. Election of Chair/ Vice Chair

The election of chairpersons and offices then took place.

Cllr Martin

and Clegg advised that they would not seek re-election to positions.

 

ln regards to Chairperson, Paul Tulip was proposed by Cllr Garnham.

Seconded by Cllr Martin. All unanimous and agreed.

 

Cllr Tulip advised that he was not always fully conversant with legislation however would

take the position of Chairperson and advised that the support and

advise of the other Parish Councillors would be greatly received.

 

ln regards to Vice Chair, both Cllr Wright and Cllr Woolgar were

nominated.

 

Cllr Wright declined however proposed Cllr Woolgar. This

was seconded by Cllr Martin. All were unanimous and agreed.

 

Conservation Issues - Cllr Wright was been attending these meeting.

Cllr Martin proposed that Cllr Wright continue attending these meeting.

Cllr Clegg seconded. All unanimous and agreed.

YLCA Meetings_

Cllr Garnham attends these meetings at present. Cllr

Clegg proposed Cllr Garnham

 

Thorganby Trustees – Cllr Garnham will continue on the Trust until 2009.

Noted that Cllr Dudley-Smith was a Parish Council representative.

However, as the nomination was not received in time, Cllr Dudley-Smith wAs co-opted to the trust.

There is a vacancy for a member of the parish Council to attend.

At this stage the Council are not compelled to make a further nomination and therefore will wait.

 

Meeting finished AT 8 PM.
