MINUTES OF THE THORGANBY PARISH COUNCIL MEETING HELD IN THE VILLAGE HALL ON NOVEMBER 9TH 2010
Present: Clr David Woolgar (Chairman), Clr Jonathan Beckerlegge, Clr David Clegg, Clr Andrew Dudley-Smith, Clr John Maisey, Clr Elizabeth Garnham (Acting Clerk) Apologies: Clr Paul Tulip, Clr Doreen Knott, Dist Clr Bill Inness. Public Session Mr Dan Vickers attended the meeting. He expressed his concern that on the SDC statutory notice at his end of the village there was no mention of the demolition of the trees at the north end of the church. It was pointed out to him that this planning permission had been received with the previous planning submission. He also raised his concern over the Parish Council purchasing new seats throughout the village which in his opinion was not necessary. He said they had been badly neglected and he thought they just needed some work and paint on them. The council were not sure whether they had been ordered but would discuss the matter during the ensuing meeting. Mr Vickers left the meeting. Minutes of the meeting held on September 14th were signed. Clr Dudley-Smith said that the wording of the first paragraph under “Apologies” should be changed to: Any councillor seeking to be absent from the third consecutive meeting in six months must obtain prior permission from the Parish Council. `Matters arising: Red Telephone Boxes. It is understood that Charles McNeil has agreed to look after the telephone box situated to the south of the village. He had hoped to move it but has realised this is not possible. A possibility for its use may be a plant exchange! The Parish Council asked the Clerk to write to Charles McNeil to thank him and state that we support his ideas. Also a letter to Simon Willis to thank him for setting up the book exchange in the box at the north end of the village. The Clerk had written to BT regarding the electricity supply to the kiosk but so far has not had a response. Parish Notice Board As Clr Wright was not in attendance nothing more is known on this subject. Gritting: A letter had been received stating that our request to be upgraded in the gritting programme had not been agreed. Correspondence had been received regarding salting, we could purchase salt bins and salt but had decided against the expense. It is noted that it is permissible to clear the pathway outside your property without being liable. This will be mentioned in the parish magazine. It will also be put on the website. Speed/Weight restrictions A letter had been received stating that they will not implement the 40 mph buffer zones but have said that they are proposing to put in countdown marker signs on the approach to the speed limit north of the village, improve gateway features with speed limit roundels and place speed limit roundels adjacent to all repeater signs through the village. These proposals will be implemented in the New Year. The speed enforcement is the responsibility of North Yorkshire Police. It was agreed to let this go ahead. Village Benches. Following Mr Vicker’s comments it was agreed that providing the seats had not already been ordered (which they have not) that a mention would be made in the parish magazine that if anyone would like to donate towards one and have a plaque in memory of someone this would be a possibility. The seats would be replaced at some stage regardless because it was felt to repair and repaint would cost quite a lot. Hedges/Verges. Clr Dudley-Smith said that some work had been done on the village green but he did not know whether this had been finalised. The additional entrance to the field in Southmoor Lane does not appear to be in use anymore. It is known that Highways have contacted many people in the village regarding cutting back hedges. There was a letter from NYCC regarding the overhanging vegetation relating to the horse chestnut trees requesting that we deal with overhanging branches. As these are soon to be demolished it was agreed to leave this matter. Wind Turbine A letter had been received from SDC stating that there is a deferral on this matter and it is to be returned to the committee for consideration at a later meeting not yet arranged. It will be considered as a stand alone turbine with no linkage to the conversion of Manor Farm buildings. Also the applicants had been asked to review the noise impacts of the development. Village Sign The work has now been done on this sign. There were no reports from the County Councillor but the District Councillor has asked us to mention the next meeting of the Eastern CEF meeting will be on 1st December at North Duffield Village Hall. Finance The following accounts were presented for payment: Southon Builders (repair of village sign) £35.00 Book Exchange costs (Telephone Box) £41.68 York Road Garage (Mower) £22.34 Mazars (Audit) £58.75 EON £30.96 It was agreed to pay these. Planning Application Erection of a 11,000 volt overhead line and dismantling of existing 270m volt overhead line at Home Farm.
There were no objections. Planning Appeal for Common Farm, Refused. Planning for erection of live/work unit at West Cottingwith House - Withdrawn Alleged unauthorised change of use on track at south of Main Street It has been ascertained that this track was already there and the owner has put some rubble down to make it more accessible so nothing further should be done about this. Correspondence Development at North Selby Mine by UK Coal It was decided to write to the NSM supporting them in a similar vein to the letter from Wheldrake Parish Council. There were no reports on meetings attended. Any other business A complaint had been received regarding dog fouling in Mill Lane and Southmoor Lane. It was discussed and decided that there was very little we can do except put another notice in the Parish Magazine. The meeting ended at 9.07 pm The Next meeting will be on Tuesday, January 11th 2011 `
