MINUTES OF THORGANBY PARISH COUNCIL MEETING HELD AT THORGANBY VILLAGE HALL ON TUESDAY
1ST SEPTEMBER 2009.

PRESENT: Cllr Paul Tulip (Chairman), Cllr David Clegg, Cllr Andrew Dudley-Smith, Cllr Elizabeth Garnham, Cllr Jackie Gaunt, Cllr Doreen Knott, Cllr David Woolgar, D. Cllr Bill Inness.

The Chairman welcomed the new Parish Clerk to the Meeting.

1.     APOLOGIES: Cllr Chris Wright.

2.     PUBLIC SESSION. No members of the public were present.

3.     The Minutes of the Meeting held on Tuesday July 7 2009 were approved unanimously and signed.

4.     MATTERS ARISING.

(a)   Horse Chestnut Trees. A revised quotation has not yet been received from Mark Bell. It was proposed that work should go ahead as soon as this had been received. SDC to pay half the costs. Cllr Woolgar asked whether the trees on both side of the church were to be included as he was concerned that some of the younger trees may also be infected. Clerk to check with Cllr Wright.

(b)    Website. Cllr Tulip apologised as, due to pressure of work, he had not yet contacted Charles Dean at Skipwith but will try to follow this up before the next Meeting.

(c)     Greenhouse on Land at Derwent House. An update is awaited from Hazel Walsh, Enforcement Officer, SDC regarding change of use. An application for retrospective planning permission has been received for the erection of a greenhouse on this land.

(d)   NPower. NPower have no record of an e-mail being sent informing them that the payment of £440.69 was in 'Full and Final Settlement' of the account. As there is no record of this e-mail available it was unanimously agreed to pay the £75.00 that NPower say is still outstanding. Clerk to send cheque with letter stating that payment is in 'Full and Final Settlement' of account and ensure record is kept.

(e)   Vacancy. The vacancy for a Parish Councillor was duly advertised on the Notice Board for 14 working days. SDC not having received a request for the holding of an election have given the Parish Council the go ahead to co-opt a new member. Cllr Tulip stated that he had received an enquiry from Jonathan Beckerlegge regarding the vacancy. Cllr Tulip to follow up this enquiry and see if Jonathan Beckerlegge was still interested. It was proposed by Cllr Dudley-Smith, seconded by Cllr Garnham that if Jonathan Beckerlegge was still interested he be co-opted onto the Council.

(f)      Zurich Insurance. It was confirmed by Cllr Garnham that the policy covered grass mowing but no acknowledgement had been received regarding the receipt of the late payment. Clerk to follow up.

 

(g)  Matrix Signs. North Duffield Parish Council had forwarded to Cllr Garnham the quotations they had received for VAS signs to give an idea of costs, etc. North Duffield had opted for the Solar Powered VAS supplied by NYCC. It was agreed that the Solar Powered was the better option but, at £6300.00 up and running for 2 signs, it was expensive. Cllr Gaunt said that some people, concerned about speeding vehicles through the village, may be willing to contribute towards the cost. During further discussions the possibility of a letter drop to ascertain the willingness of residents, within the 30 mph restriction area of the village, to make a contribution was considered, this was opposed by Cllr Dudley-Smith. Also, some concern was raised regarding the effectiveness of matrix signs and whether other speed calming methods Le street parking could be employed more effectively. Cllr Woolgar suggested that a public session be held, it was agreed that this was a good idea. Cllr Tulip proposed that this should be held at the next Parish Council Meeting on 3 November, this was unanimously agreed. Clerk to advertise meeting in Parish Magazine, on the village notice board and by leaflet drop to all houses within the 30 mph restriction area.

(h)  John Hodgson Charitable Trust. Cllr Dudley-Smith advised that this charity has now been wound up.

(i)   Jefferson Arms (Mona Lisa). Cllr Dudley-Smith advised that the Jefferson Arms (Mona Lisa) went into receivership on 8 August 2009.

5.     DISTRICT COUNCILLORS REPORT. D. Cllr Inness Confirmed that as from 1 October the refuse collection would change to an alternative weekly collection. The collection was to be made on the same day as present but that on the first week the black/green bins would be collected and on the following week the recycling boxes. An extra black box was also to be supplied for plastic. D. Cllr Innes asked to be notified when details regarding these change had been received from SDC.

Concern was raised that a fortnightly collection of refuse may lead to an increase in fly-tipping. Cllr Dudley-Smith asked that the fly-tipping telephone number be put on the village notice board.

D.CIIr Innes also reported that the resurfacing work in the centre of Selby had now been completed and that the work had given the centre a smart new look.

6.     COUNTY COUNCILLORS REPORT. None.

7.     PRESENTATION OF INVOICES FOR PAYMENT. It was unanimously agreed to pay the following invoices: NPower £75.00 (letter to be sent in full and final settlement) Hall Hire £100.00 and Audit Fee £150.00 (to be made payable to Thorganby Village Hall)

8.     AUDIT REPORT RE 2007/8 GRASS CUTTING GRANT. It was noted from the audit report that the grass cutting grant for 2007/8 had not been received. Cllr Garnham had written to North Yorkshire County Council querying this and had received a reply noting the query and stating that a response would be received within 20 working days. D. Cllr Innes to follow this up with Paul Sheppard. Cllr Dudley-Smith proposed that £550.00 be requested for the 2009/10period, this was unanimously agreed. It was also noted that VAT had not been re-claimed for the last two years. Clerk to re-claim VAT.

 

 

9.    DECLARATION OF ACCEPTANCE OF OFFICE. The correct Declaration of Acceptance of Office Forms had been sent by SDC Monitoring Office to be signed by all Councillors. Clerk to inform SDC when all forms have been completed.

10.  CORRESPONDENCE. The following correspondence was read out by Cllr Garnham:

Letter from SDC Chairman Charity Appeal — Cllr Dudley-Smith proposed that E10 be donated to this Charity, this was seconded by Cllr Garnham.

11.        REPORTS ON MEETINGS ATTENDED. a. Conservation. As Cllr Wright was not in attendance no report was made

12.  ANY OTHER BUSINESS. Cllr Clegg was concerned about proposed local road closures which had been detailed in the NYCC Newspaper. D Cllr Innes to make enquiries.
