MINUTES OF THE PARISH COUNCIL MEETING HELD AT

THORGANBY VILLAGE HALL ON TUESDAY JULY 7TH 2009

 

PRESENT:

Clr Paul Tulip (Chairman), Clr David Clegg, Clr Andrew Dudley-Smith, Clr Doreen

Knott, Clr Chris Wright, Clr David Woolgar, D.Clr Bill lnness, Clr E Garnham (Acting Clerk).

 

APOLOGIES Clr Jackie Gaunt.

 

Public Session: No members present but one had raised the validity of the Orchard Trees Nursery

sign at Thicket Farm. D.Clr Innes suggested the clerk contact SDC Environmental Dept to

ascertain whether it is within planning laws.

 

Minutes of the meeting held on May 5th were approved unanimously and signed.

 

Matters arising:

l. Chestnut Trees. Clr Wright had discussed this issue with Mark Bell who is preparing another

quotation which he felt would not differ much from the original one. Cir Wright will bring this to

the next meeting by which time it would be possible to begin the work. Selby District Council have

already agreed to pay half of the bill.

 

2. Website. There has been no response from the parish magazine. D.Clr lnness suggested that the

Chairman should contact Charles Dean at Skipwith who had set up the Skipwith site.

 

3. NPower. The clerk informed the meeting that she had received a credit note from YEB and had

written to ask them for a cheque as we no longer receive our supply from them. Their response was

that we still owe them £75.00. The previous clerk had informed them by e mail that our last

payment to them was in full and final settlement of their invoices. The clerk to write back to them

and reiterate this and refer them to the e mail.

 

4.Verge In South Moor Lane. There had been no further information from them since they wrote

to say they were investigating the matter. The Clerk to contact them again.

 

5.Dog Fouling Bins. The village hall committee had written back to us saying they were not

prepared to pay half of the cost. It was decided to review the situation in about six months time.

 

6.Audit Return. Jenny Grant had agreed to complete this return. She will charge a total of

£150.00 (Payable to the Village Hall funds) for this and the annual audit. Unfortunately the clerk is

having considerable trouble in getting a bank statement for 2008-2009 from the NatWest Bank.

Hopefully it will arrive shortly. Unfortunately no statements had been received by the previous

clerk. When the new clerk is appointed this must be set in place.

 

7.Garden Land at Derwent House. The clerk had received correspondence asking for a map to be

marked where the land is and this had been returned and there had been nothing further.

 

Re. Vacancy.

Clr Dudley-Smith asked whether this had been dealt with. Cir Tulip advised that he would contact

SDC to advise them that we have a vacancy due to Carl Martin having left the council.

 

District CouncilorÕs Report. D.Clr Bill lnness mentioned that the Planning Consultation

Inspectorate for SDC is still going on. This is relative to new build in secondary villages -, he

thought it will take some time to complete.

 

also mentioned that wind turbine applications had been received by SDC. The nearest to us

being Cliffe, other villages are Hambleton, Burn and Ferrybridge.

 

County CouncilorÕs Report. None.

 

Presentation of invoices for payment:

 

EON two invoices -(May £123.84 and June £61.92) the clerk to query the May invoice before

payment

York Road Garage -Mower Petrol £47.84) agreed.

Starter switch for mower(£25) and strimmer line £10. agreed.

(It was noted that the starter switch was for the old mower and the council have decided that they

will no longer maintain this- it was further agreed to make a donation of this mower to Dan Vickers

as he does so much voluntary work for the council).

It was also suggested that the clerk check with the insurance company that anyone using the mower

In the village for grass other than the designated parish council responsibilities is covered under the

policy.

Conservation

Clr Wright stated that the only item was the withdrawal of the planning for the

house in the car park of the Jefferson Arms.

 

YICA

Clr Garnham had attended this meeting which was addressed by Richard Sunter head of the

Planning Dept at SDC. He gave a talk on planning issues and then asked the meeting to form

groups and debate a faked planning matter to get some idea of how they work with complaints.

Some reference papers are on file.

 

Planning Applications.

 

Withdrawal of the planning application for the Jefferson Arms car park

 

Refusal of the application for conversion of barn at Thorganby Lodge on the grounds of insufficient

evidence of protection of certain species, i.e. bats, owls.

 

Any other Business

 

A member of the parishioners had asked about matrix signs once again. D. Clr lnness stated that

they were not as expensive as previously thought and that North Duffield Parish Council had

installed one at their expense. It was suggested the Clerk contact North Duffield PC clerk and find

out about the costs etc.

 

Clr Tulip made the council aware that a television company had approached him and a couple of

other people in the parish re. the village running the village pub for a month with the idea of

improving the business etc. It was unanimously decided that we would not become involved.

 

It was agreed to accept the audited accounts which Jenny Grant will send onto Mazars.

The meeting closed at9 pm. The next meeting will be on September lst 2009.
