MINUTES OF THORGANBY PARISH COUNCIL MEETING HELD AT THORGANBY VILLAGE HALL ON TUESDAY NOVEMBER 8 2011.

 

 

PRESENT:    Cllr Paul Tulip (Chairman), Cllr David Clegg, Cllr Andrew Dudley- Smith, Cllr Elizabeth Garnham,

 Cllr Doreen Knot, Cllr David Woolgar, Cllr Chris Wright, D Cllr Bill Inness.

 

 

1.      APOLOGIES: None.

 

2.     PUBLIC SESSION.  A Community PCSO attended the meeting to give an update of crime in the area.  He reported that the crime rate was rising in the Selby area, mainly burglary and car crime, but there had been nothing reported in the Thorganby area for the last three months.  He also reported that he was surprised to find that Thorganby was no longer on the speeding hot spot list.  However, this has now been rectified to enable further speed checks to be carried out in the village.  Cllr Tulip brought up the dangers he had encountered while walking on the road to the north of the village and asked whether anything could be done to raise awareness of the dangers that pedestrians face especially during the dark winter months.  It was agreed to raise this matter with the Police Press Department and ask them to highlight the problem in their next publication.

 

3.     The Minutes of the Meeting held on Tuesday September 13 2011 were unanimously approved and signed.

 

4.     MATTERS ARISING.

 

(a)  Parish Notice Board. A letter has been sent to Jim Pethullis to thank him for waiving his fee for making the notice board and a cheque for £400.00 sent to Thorganby Foundation.  It was unanimously agreed to accept a quotation from Steve Southon for paving the area around the notice board in concrete flags for a total of £147.00.  A staple gun has now been purchased for the notice board.

 

(b)   Speed Restrictions through the village.  The work to highlight the present speed limit through the village has now been passed to contractors who will start work next week but not necessarily in Thorganby as work in other areas is also to be carried out by them. 

 

(c)  Development at North Yorkshire Selby Mine.  An appeal lodged by UK Coal is to be held on Tuesday 6 December at 10.00 am in Escrick Village Hall at which members of the public are entitled to both attend and express their points of view.

 

(d)   Upgrading of BT Line through Thorganby.  Drew Fussey, Development Manager for Community Selby SDC has requested that as many people as possible carry out a broadband speed test.  He also reported that to bring high speed community broadband to the area would require a minimum of 40 members to sign up in an area.  An area would consist of a number of villages say Thorganby/ Wheldrake/Skipwith/Escrick and the current cost would range from £150.00 - £350.00 per household dependant on accessibility.      

 

D Cllr Inness produced a report from John Cattanach, High Speed Broadband Champion, dated 19 October 2011 highlighting the challenges that he faces in bringing High Speed Broadband to rural communities.

 

C Cllr Casling reported via e-mail that NYCC are looking for a ŌhubÕ to improve broadband connection and this may be based around Wheldrake to reach the villages of Thorganby/Skipwith/North Duffield and Escrick.   What is currently needed, however, is a local champion to do some of the leg work involved in getting the hub off the ground.

 

(e)  Vacancy.  No applicant has yet come forward to fill the vacancy on TPC. 

 

(f)   Sewerage.  The clerk has yet to make contact with Tom Phillips to arrange for him to attend a meeting of TPC.   Action:  Clerk to contact Mr Phillips to ask him to attend the next meeting of TPC.

 

(g)  National Planning Policy Framework.  D Cllr Inness reassured TPC that Thorganby was not being considered by SDC as a development village and that the existing envelope around the village would remain. 

    

  

5.      DISTRICT COUNCILLORS REPORT.  D Cllr Inness reported that money was still very tight.

 

        The Council have now moved to their new building on Doncaster Road and the Memorial Hospital is     

         now up and running.   Tesco are to take over the old Council building to create a large Tesco Store with

         petrol facilities.

     

        The Council are still having problems finding Gipsy/ Traveller sites in the area.

 

         A new roundabout is to be created at the junction of the A63/A19.

                              

6.     COUNTY COUNCILLORS REPORT.  None.

 

7.     FINANCE.  Presentation of invoices for payment.  It was unanimously agreed to pay the following invoices:    EON £38.64, York Road Garage £51.58.   Also approved ClerkÕs salary for 7 months £910.00 (cheques raised £703.80 net + £206.20 HMRC) and expenses £11.50.  It had also been approved by the Chairman that a cheque be sent for £25.00 to charities in memory of Arthur Dale. 

 

        It was unanimously agreed to keep the precept at £3470.00 for 2012/2013.

 

The balance of TPC account stood at £4074.17 on 19/10/2011.

 

 Cllr Dudley-Smith raised the condition of the two telephone boxes in the village and suggested that they be re-painted.  This was unanimously agreed.  Action:  Clerk to obtain two quotations.

 

 

 

 

          

8.     PLANNING APPLICATIONS.     The following planning queries were raised:

       The Old Post Office.  Planning permission had not been received for solar panels to front of building.

       Rose Cottage.  Planning permission had not been received for solar panels to the side of the building.

       Newfield House.  Planning permission had not been received for solar panels to rear of building.

       Gale Farm Cottage.  Planning permission had not been received for change of room usage.

       Hedley House.  Planning permission had not been received for new extension to rear of building.

       Action:  Clerk to write to SDC Planning Department.

 

9.     CORRESPONDENCE.  Correspondence had been received from the following: 

Campaign to Protect Rural England – How to respond to planning applications: AN 8-step guide.        

        Selby AVS and NY Link – Your Health Your Way.

        Selby & District Citizens Advice Bureau – request for a minimum contribution of £250.00.  As this was   

        unanimously considered to be rather a large contribution it was decided to check what contributions

        had been made in the past.  Action:  Clerk to check previous contributions. 

       The QueenÕs Diamond Jubilee Beacons.

 

        A discussion was held regarding the QueenÕs Diamond Jubilee and it was unanimously agreed that it

        would be a good idea for plaques, commemorating the event, to be put on the new village benches.

Action: This item to be discussed again nearer the event.

 

Cllr Tulip raised a request from the Ross Family for a plaque to be place on one of the village benches in commemoration of Maurice Ross.  The bench chosen by the family was the one by the Village Green.  It was unanimously agreed that this could be done. 

 

10.   REPORTS ON MEETINGS ATTENDED.  None.

 

11.  ANY OTHER BUSINESS.    None.
